A small agency CRM has two jobs: help you win new clients, and keep the work for current ones from slipping. Some tools lean toward marketing, some toward the sales pipeline, and one adds project management. I picked these five based on who each tool is built for and what its plans include. They're not ranked, and every price below comes from the vendor's own pricing page.

HubSpot is built for small teams that want an easy CRM with marketing tools in the same place. For an agency that markets itself through email, forms and live chat, keeping all of that next to your contacts is the draw. The free plan is a real starting point, but it only covers 2 users.
Free plan
Available
2 users, 1,000 total contacts, 10 custom properties, basic CRM, HubSpot branding on emails, forms, live chat and meeting links, and community and knowledge-base support only.
Cheapest paid plan
Starter, with a list price of $20/seat/month. There's a limited-time new-customer offer of $7/seat/month billed annually (annual commitment) or $10/seat/month billed monthly.
Limited-time new-customer dealPrices last checked October 22, 2026
Watch out
The up-to-65% discount is for new customers only and is time-limited. The list price is $20/seat/month. Starter includes 500 HubSpot Credits/month for AI features and agents, with extra credits or overages charged separately, and marketing-contact tiers and add-ons raise the bill.
EngageBay is made for small businesses that want marketing automation, CRM and helpdesk bundled cheaply. The free plan works for teams of up to 15 members, so your whole agency can get in without paying. Just know the marketing automation itself sits on the Growth plan, not Basic.
Free plan
Available
$0 for teams of up to 15 members: 250 contacts, 1,000 branded emails, 2 lists, 5 custom fields, 1 landing page, 2 email sequences, CRM, helpdesk and live chat.
Cheapest paid plan
Basic at $13.79/user/month billed yearly, or $14.99/user/month billed monthly ($12.74 on biennial billing). Basic includes 500 contacts.
Prices last checked October 22, 2026
Watch out
There's a big jump from Basic to Growth ($59.79 yearly or $64.99 monthly per user) to unlock marketing automation and A/B testing. The page labels are inconsistent (the $14.99 monthly card is captioned "paid yearly"), and the "Starts at $12.74" headline is the biennial rate.
Pipedrive is for sales teams that want a highly visual, pipeline-first CRM. If your agency's biggest problem is new-business deals falling through the cracks, a pipeline you can see at a glance fixes the right thing. It's focused on sales, so don't expect marketing or project tools on the entry plan.

Lite at US$14/seat/month billed annually (US$168/seat/year). The monthly-billing price wasn't shown on the page.
Prices last checked October 22, 2026
Watch out
Only annual prices are confirmed. The page says annual billing saves up to 42%. Higher tiers billed annually are Growth at US$39, Premium at US$59 and Ultimate at US$79 per seat/month.
Insightly is built for small businesses that want CRM plus built-in project management. For an agency, that means a signed client can move straight into a project in the same system, instead of living in one tool for sales and another for delivery.

Plus at $29/user/month billed annually (USD). The monthly-billing price wasn't shown on the page.
Prices last checked October 22, 2026
Watch out
The ladder is steep: Plus ($29) to Professional ($49) to Enterprise ($99) per user/month. The All-in-One bundle runs $349-$2,599/month and lists required extras: AppConnect setup at $3,000, guided onboarding at $1,500, and premier support at 20% of license ($3,000 minimum per year).
Agile CRM is aimed at very small teams that want marketing automation and CRM bundled on a tight budget. The free plan covers 10 users and includes a campaign workflow and an automation rule, so a small agency can test basic automation before spending anything.
Free plan
Available
Free for 10 users: 1,000 contacts and companies, 5,000 branded emails, 1 campaign workflow, 1 automation rule, 1 plugin, email support, and 500 API calls/day.
Cheapest paid plan
Starter at $9.99/user/month billed yearly, or $8.99/user/month on a 2-year term. The monthly-billing price wasn't shown on the page. Starter includes 10,000 contacts.
Prices last checked October 22, 2026
Watch out
The headline "as low as $8.99" is the 2-year rate, not the yearly rate. Emails beyond plan limits are charged per email (for example, $0.004/email up to 100k).
EngageBay's free plan covers teams of up to 15 members, but only 250 contacts. Agile CRM's free plan covers 10 users and 1,000 contacts and companies. HubSpot's free plan covers 2 users and 1,000 contacts.
Does EngageBay's cheapest plan include marketing automation?
No. Marketing automation and A/B testing unlock on Growth, which is $59.79/user/month billed yearly or $64.99 billed monthly.
Is HubSpot Starter really $7 a seat?
Only as a limited-time offer for new customers, and only billed annually on an annual commitment ($10/seat/month billed monthly). The list price is $20/seat/month.
Which one handles client projects, not just sales?
Insightly. It's the only pick here built around CRM plus project management.
