Selling insurance runs on follow-ups. Quotes, renewals, referrals and check-in calls all need a next step, and a growing book of clients can outgrow a small free plan fast. You don't need a giant sales platform. You need one place for every client and prospect, reminders you'll actually see, and room to grow. I picked these five based on who each tool is built for and what its free and entry plans include, matched to how a solo agent or small agency works. They're not ranked. Every price below comes from the vendor's own pricing page, except Zoho CRM's paid price, which I couldn't confirm.

Less Annoying CRM is made for solo users and small teams who want one simple, flat-rate CRM with no feature gating. That suits an agent who wants to keep every client and prospect in one place without learning a complicated system. Contacts aren't strictly capped, so a large book of clients isn't a problem.
Free plan
None
None. There's a 30-day free trial, no credit card required.
Cheapest paid plan
$15/user/month plus applicable tax. One plan, no tiers, no contracts, cancel anytime.
Prices last checked October 22, 2026
Pros
One plan with everything included, so you never have to figure out which tier unlocks what. No hard contact cap, and no contract.
Watch out
There's no permanent free plan, and with a single flat plan there's no cheaper entry tier. The page suggests staying below 50,000 contacts.
Zoho CRM is built for budget-conscious small teams, especially ones already using other Zoho apps, who want an affordable all-in-one CRM. For a small agency, the free plan covers up to 3 users and includes follow-up reminders and workflow automation, which covers a lot of the renewal and check-in reminders you'd otherwise track by hand.
Free plan
Available
Forever free for up to 3 users: contact management, follow-up reminders, workflow automation, up to 10 custom email templates, data export up to 10 times, standard reports, 5,000 API calls/day, and mobile apps.
Cheapest paid plan

Standard. See Zoho's site for the current price. It didn't show up on Zoho's pricing page when I checked.
Prices last checked October 22, 2026
Pros
A free plan with reminders, automation, reports and mobile apps, for up to 3 people.
Watch out
The free plan caps at 3 users, and local taxes are added on top. Because the paid price couldn't be confirmed, check it before you plan on upgrading.
HubSpot is built for small teams that want an easy CRM with marketing tools in the same place. That fits an agent who wants to send email outreach to prospects and keep it next to their contact records, and who wants to start for free. The 1,000-contact cap on the free plan is the thing to weigh if you already have a big list of clients.
Free plan
Available
2 users, 1,000 total contacts, 10 custom properties, basic CRM, HubSpot branding on emails, forms, live chat and meeting links, and community and knowledge-base support only.
Cheapest paid plan
Starter, with a list price of $20/seat/month. There's a limited-time new-customer offer of $7/seat/month billed annually (annual commitment) or $10/seat/month billed monthly.
Limited-time new-customer dealPrices last checked October 22, 2026
Pros
Free for 2 users, with forms and meeting links included, so new inquiries and appointments can land in the CRM.
Watch out
The up-to-65% discount is for new customers only and is time-limited. The list price is $20/seat/month. Starter includes 500 HubSpot Credits/month for AI features and agents, with extra credits or overages charged separately, and marketing-contact tiers and add-ons raise the bill.
Close is built for outbound-focused sales teams and solo reps who want calling, SMS and email in one tool. If most of your day is spent on the phone with prospects and clients, having the dialer, texts and email in the same place as your contact records saves a lot of switching between apps.
Free plan
None
None. There's a 14-day free trial, no credit card required, and a 30-day money-back guarantee.
Cheapest paid plan
Solo at $9/user/month billed annually, or $19/user/month billed monthly. Solo covers 1 user and 10,000 leads.
Prices last checked October 22, 2026
Pros
Calling, texting and email are built in, and the Solo plan is cheap for a single agent.
Watch out
Solo is limited to 1 user and 10,000 leads, with no workflows. Team features start at Essentials ($35/user/month billed annually, $49 billed monthly), and automated workflows need Growth ($99 billed annually, $109 billed monthly). Calling and SMS are billed by usage on top.
Freshsales is aimed at small sales teams that want built-in phone and email and an AI-assisted CRM at a low entry price. For a small agency where several people are calling and emailing prospects, it gives everyone the same tools at a low per-user cost.
Free plan
None
None listed. The pricing page shows a 21-day free trial.
Cheapest paid plan
Growth at $9/user/month billed annually. The monthly-billing price wasn't shown on the page.
Prices last checked October 22, 2026
Pros
Built-in phone and email at one of the lowest per-user prices on this list.
Watch out
Only the annual price is confirmed. Pro is $39 and Enterprise $59/user/month billed annually. Add-ons cost extra: Branded documents are $19/user/month, and the Freddy AI Agent is $49 per 100 sessions after a one-time 500 free sessions.
Is there a free CRM that works for an insurance agent?
Yes. Zoho CRM's free plan covers up to 3 users and includes follow-up reminders and workflow automation. HubSpot's free plan covers 2 users and 1,000 total contacts. Less Annoying CRM, Close and Freshsales all have free trials but no free plan.
Which one is best if I'm on the phone all day?
Close, since calling, SMS and email are built into one tool. For a single agent, Solo is $9/user/month billed annually, but calling and SMS usage is billed on top. Freshsales also has built-in phone and email, starting at $9/user/month billed annually on Growth.
Will I run into a contact limit?
It depends on the plan. HubSpot's free plan stops at 1,000 total contacts, and Close Solo caps at 10,000 leads. Less Annoying CRM doesn't strictly cap contacts, though its page suggests staying below 50,000.
How much is Zoho CRM's paid plan?
See Zoho's site. The Standard plan's price didn't appear on Zoho's pricing page when I checked, so confirm it there before you count on it.
Do I need a CRM made just for insurance?
Not necessarily. Everything on this page is a general CRM, not an insurance-specific system, and I didn't compare industry-specific tools here. If you need to track policy details like renewal dates, check during the free trial whether you can add custom fields for them before you commit.
